A regular meeting of the Design and Construction Board of Review was held at 5:00 PM in Council Chambers of Rocky River City Hall with the following members present:

Present: Tom Veider, Stantec Architecture
§ 21,000 sq. ft. to be demolished. Addition is 2,000 sq. ft.
§ Project is to remove part of the original school and add addition
§ Slopes to be leveled and regarding of hilltop
§ New visitors’ parking
§ Second grade classroom wing to be renovated, including new windows
§ Addition will house a secure passive school entry, administrative offices, conference room, and health clinic
§ Architectural design of addition meant to match existing language of the school with a more contemporary style
§ Entry to school will be more defined
§ Metal panel on front elevation will be for school signage
§ Brick and stone to match existing
§ Landscape plan was discussed. Existing trees to remain.
§ This design scheme allows for future classrooms
§ Down lights to be installed under entrance canopy
§ Discussion was had regarding use of horizontal windows to replace the vertical windows being proposed to gain cohesiveness with the windows along the entry to parking lot.
§ “Goldwood School” stone detail to be salvaged for reuse
§ Discussion was had regarding demolishing a historic building. Mrs. Brandt said it is a shame to lose a historic building but the addition is well executed
Mrs. Brandt made a motion to preliminarily approve the addition as presented. Mr. Selby seconded. Applicant to return for final approval with final construction drawings and lighting plan, following the January Planning Commission meeting.

Modification to Second Story Addition
Present: Lisa Hall, Homeowner
§ Modifications to include adjustment to window placement and addition of 4 skylights
§ Skylights to be centered on front two-thirds of house and to roof peak
§ Addition of 3 panels and eyebrow to front double hung windows. Plans do not reflect that windows will have grilles
§ Homeowner stated window was removed from east wall of house because there is only 6’ between houses
§ Exterior stairs for new rear entry are reflected on plans but were replaced by deck with stairs, which is not shown on plans. Deck and stairs in rear yard were constructed without permit. Permit for deck has since been obtained
§ Board expressed great concern that plans that were submitted and approved by Design Board on November 7, 2011 have not been followed by homeowner or contractor
§ Board was presented file photos of collapsed roof structure following commencement of second story addition. Contractor was not registered / licensed with the City prior to commencement. Board questioned contractor’s competency. Applicant said the fact that roof framing fell was a “mistake” and not a reflection of contractor’s lack of competency.
§ Board questions the standard of care reflected in plans and construction and the City’s liability if structure collapses again
§ Letter of concern and photos of collapse from neighbor, Cynthia Minn, 19530 Riverview Ave., were considered by Board
§ Actual east side yard setback (5’ required) was questioned. Board requests that homeowner provide a site drawing which accurately reflects the setbacks of existing home.
§ Homeowner states she intends to occupy the property when addition is complete
§ Homeowner stated plumbing has been run to second story.
§ Board commented that plumbing and electric are not shown on plans, which is evidence plans are not being followed.
* Railings must be installed on rear yard deck and stairs, according to Building Code requirements
* Property owner to accurately determine location of property lines and provide Building Department with accurate site drawing
* Homeowner to supply Building Department with written statement of intended use of second story space
* Board requested a report from Pat Nugent, Residential Building Inspector, stating his observations and findings regarding connection and bracing of second story framing to first floor, as well as any other findings concerning compliance of construction to approved plans and specifications.
* Submit updated construction drawings to depict all specifications of addition and renovation, including all mechanicals
* Contractor’s presence was requested at future meetings
Mr. Milloy made a motion to approve skylights and window revisions and advised homeowner that she may proceed with roof shingles but cautioned that framing may need to be restructured as a result of any pending reports. Applicant to return with accurate revised plans and other requirements, as noted (*). Mr. Selby seconded.
