The Committee-of-the-Whole was called to order by Mrs. Bobst, President of Council, at 8:29 p.m.

MAYOR'S REPORT:
The Mayor turned to Mr. Patterson, the Director of Recreation, for a special presentation.
Mr. Patterson came forward to announce that the City had been a winner in the "Good Sports" program sponsored by Sports Illustrated magazine. This honor, co-sponsored in partnership with the National Recreation and Park Association and Dodge, was awarded to only eight of the 1,337 communities in the program. Mr. Patterson noted that a successful recreation program would not be possible without the support of the Mayor, the City Council and the Parks and Recreation Commission. He also expressed pride in his staff, many of whom were present and introduced, including Tom Fattler, Dave Ford, Jason Frolo, Nancy Buettner, and Kathy McKenzie.
Also introduced was Sandy Sill, honored as the Community Champion under this Good Sports program. Mr. Patterson spoke of her many accomplishments in establishing and directing successful recreation programs.
Mr. Patterson then presented the Mayor and Mrs. Bobst with an outdoor sign, awarded as part of this honor, designating Rocky River as an SI Good Sports Community. The Mayor indicated that it will be erected on Hilliard Blvd. at the west entrance to the City.
UNFINISHED BUSINESS:
Ordinance No.164-05: This ordinance places restrictions on where sexual predators may live in the City. Following last week's meeting, Mr. Frost, at the suggestion of Law Director Matty, asked Mr. Gottschalk to prepare a third map showing only preschools (including churches with preschools) and libraries. Five facilities were added to the original map. Calculations show that with the addition of these facilities, 62% of the City would be off-limits to sexual predators and 38% would be permitted. Mr. Frost indicated that he anticipates an amendment next week to include preschools and libraries in prohibited areas. While he does not feel negatively to the addition of churches, as proposed by Mr. Gollinger, he will not propose their inclusion at this time.
Mr. Frost commented that he had followed up with the Administration and has found that two offenders currently live in the City in affected areas. One more is in prison and his last known address is currently occupied by another tenant. It remains to be seen if there is an enforcement issue in moving those persons.
Ordinance No. 182-05: This ordinance, fixing annual salaries for appointed employees, was read at the last Legislative Meeting, and will have a second reading this Monday.
MISCELLANEOUS BUSINESS: NONE
COMMITTEE REPORTS:
Parks and Recreation Commission: Mrs. Bobst reported that the Commission will meet this Wednesday at 8:00 a.m. in the Ice Rink Pavilion.
NEW BUSINESS:
Ordinance No. 183-05 was postponed indefinitely, and Ordinance No. 184-05 was passed during the Special Meeting.
Ordinance No. 185-05 was distributed this evening for discussion. It is a housekeeping ordinance which makes supplemental appropriations necessary for current operation of the City until budget considerations following negotiations.
COMMUNICATIONS AND ANNOUNCEMENTS:
Mrs. Bobst announced that the next meeting of Council will be on Thursday, December 29 at 6:00 p.m.
The inauguration of elected officials will be January 3 at 8:00 p.m. in the David J. Cook Council Chambers.

Moved by Mrs. Bobst, seconded by Mr. Hurtuk, that, at her request, an Executive Session be held immediately following the meeting to discuss the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official under Article X, Section 6, Subsection 1 of the Charter.

Discussion: This ordinance should not be delayed because a Council decision should be in the Mayor's hands. The Mayor added that under SERB law a prompt response is required.
