FORM OF GOVERNMENT

Rocky River's Charter, passed in 1960, provides the city with "home rule." The Mayor, Law Director, and seven (7) members of Council (four ward and three at-large) stand for election every two years. The minutes of all city council meetings are on file at Rocky River Public Library.

BOARD OF ZONING & BUILDING APPEALS
When a zoning or building proposal presents an exception to existing codes, a property owner may seek a variance from the Board Zoning and Building Appeals. The appointed board, partially composed of architects and engineers, also hears cases of appeal where plans have been disapproved by the Planning Commission or the Building Commissioner.

PLANNING COMMISSION
The Commission is composed of citizens, appointed by the mayor, and is empowered by City Charter to provide regulations for the harmonious development of the city. In this regard, it reviews requests from developers and makes recommendations to City Council. From time to time, the Commission also reviews and revises all city maps and the Development Code, which details all building and zoning limitations.

DESIGN & CONSTRUCTION BOARD OF REVIEW
Three members(two alternate), all architects or engineers, review all plans and drawings filed with the Dept. of Community Development to maintain high standards of community development by encouraging appropriate design and engineering principles.

PARKS AND RECREATION COMMISSION
A commission of appointed members representing both Board of Education and City interests which is empowered by City Charter to plan and organize a year-round recreation program and make recommendations to City Council of the Mayor with regard to regulation of or improvements to the Park System.
