The Special Meeting of Council was called to order by Mr. Moran, President of Council, at 6:52 p.m. following the administering of the oaths of office to the Mayor and the Law Director by the Honorable Donna Congeni Fitzsimmons and to members of Council by the Honorable Brian F. Hagan of the Rocky River Municipal Court.

Mr. Moran called for nominations for President of Council. Mr. Hunt nominated Mr. Moran, seconded by Mr. Furry. As no further nominations were made, nominations were closed.

Mr. Moran thanked Council for its vote of confidence and said he was looking forward to serving them for the next two years.





Mr. Moran then called for nominations for President Pro Tem of Council. Mr. Shepherd nominated Mr. Hunt, seconded by Mr. Furry. As no further nominations were made, nominations were closed.

Mr. Moran noted a departure from the agenda of the Committee-of-the-Whole, explaining that for this Special Meeting, there would be no reports, but rather a consideration of two legislative matters.

RESOLUTION NO. 1-10 BY ALL MEMBERS OF COUNCIL

AN EMERGENCY RESOLUTION TO APPOINT MISAO KUROKAWA AS CLERK OF COUNCIL OF THE CITY OF ROCKY RIVER

Moved by Mr. Moran, seconded by Mr. Furry, that the rule requiring that Resolution No. 1-10 be read on three separate days be suspended, and that Resolution No. 1-10 be placed upon its passage:

Discussion: Mr. Moran explained that because the business of Council needs to continue, a suspension of the three-read rule was necessary.

AN EMERGENCY ORDINANCE AMENDING RULE 6, STANDING COMMITTEES OF SECTION 121.01, "RULES OF COUNCIL", OF THE CODIFIED ORDINANCES OF THE CITY OF ROCKY RIVER, OHIO

Moved by Mr. Moran, seconded by Mr. Furry, that the rule requiring that Ordinance No. 2-10 be read on three separate days be suspended, and that Resolution No. 1-08 be placed upon its passage:

Discussion: Mr. Moran explained that Council committees must be set up for the remainder of the term, and the change authorized by this ordinance should be made as soon as possible.

Discussion: Mr. Moran pointed out the change in the committee titles, noting that the Parks and Recreation Committee will be the Parks, Recreation and Health Committee to reflect its wider function of addressing health issues. He thanked Councilwoman Arabian Whitman for her work.

The oath of office was administered to the Clerk by Council President Moran.





Mr. Moran thanked everyone for attending, and the clergy, family members and friends for their support. He commented that all elected officials are looking forward to serving the community in 2010 because there is work to be done and, together with the Administration, challenges to be met.







As there was no further business by members of Council, the meeting was adjourned at 7:12 p.m.
